Under the proposed Volcker Rule, final details of which were unveiled early Tuesday, banks would beprohibited from buying and selling most investments for their own accounts. But there are broad exemptions: Banks can own securities when it's necessary to serve trading and investment banking clients, can own U.S. government debt, and can own securities that hedge other positions the banks legally own.
The new rule, named for former Federal Reserve Chairman Paul Volcker who conceived it, forces banks to prove that their trading is reasonably related to client needs, and that any hedging strategies are directly related to offsetting a specific, identifiable risk. That represents a compromise between banks that wanted more leeway to hedge, and regulators who thought a broader loophole would let banks flout the rule by trading routinely and making up a hedging rationale only if they were caught.

As a result, many recent insider purchases are now "underwater." That spells opportunity. If these stocks are even cheaper than the levels in which insiders found them to be appealing, then we may witness even deeper insider buying in coming weeks, further validating this "buy" signal. Here's a look at six examples.
1. Aircastle (NYSE: AYR) In early June, this aircraft leasing firm agreed to sell a 15% stake in itself to Japan's Marubeni Corp. The two firms aim to leverage each other's global transport divisions, cross-selling services and equipment to each other's customer base.Marubeni began buying shares in subsequent weeks, and by early August, already qualified as an insider as its ownership stake moved above 5%. Throughout the past month, Marubeni has kept on buying, even as shares moved past the $17 mark. Yet in recent days, the market turmoil has pushed shares down close to $16. Look for Marubeni to keep buying until it hits the 15% ownership threshold. Meanwhile, analysts have yet to project the benefits of these two firms' partnership, as forward earnings estimates have remained largely static over the past 90 days.

That move has now pushed shares of AYR within range of triggering a big breakout trade.
If you're bullish on AYR, then I would look for long-biased trades as long as this stock is trending above its 50-day at $18.67 or above more support near $18, and then once it breaks out above its 52-week high at $19.50 a share with high volume. Look for a sustained move or close above that level with volume that hits near or above its three-month average volume of 430,032 shares. If that breakout hits soon, then AYR will set up to enter new 52-week high territory, which is bullish technical price action. Some possible upside targets off that breakout are $25 to $30 a share.

Later this month, it will be Comcast's (CMCSK) Universal Studios Florida that gets a chance to woo travelers with its Harry Potter-themed expansion that includes a Hogwarts Express train ride and an indoor roller coaster in a richly themed London setting. Disney's new family-friendly attraction -- the final achievement of the New Fantasyland expansion that began to open to the public in late 2012 -- officially opened shortly after Memorial Day. It is now the centerpiece of Disney World's television marketing campaign. The initial wave of reviews hasn't been kind. Many complain that the ride is too short and lacks the thrills befitting a roller coaster. Enthusiast site Disboards.com has an active thread that is now 300-plus posts and 21 pages deep with folks chiming in. The consensus seems to be that it's a fun and gentle ride, but not the roller coaster ride that many were expecting. That's fine for most guests. There's a reason why they are at Disney World instead of a Six Flags (SIX) park closer to home. However, there's clearly an opportunity here to expand its audience. Manulife Financial (MFC) is another stock that's forming an ascending triangle pattern right now. In the case of this $33 billion Canadian financial services firm, resistance comes into play at $18, a price level that's acted as a ceiling for shares since all the way back in July. The buy signal comes on a move through that $18 barrier.
Whenever you're looking at any technical price pattern, it's critical to think in terms of those buyers and sellers. Triangles, and other pattern names are a good quick way to explain what's going on in a stock, but they're not the reason it's tradable. Instead, it all comes down to supply and demand for shares.
That $18 resistance level is a price where there has been an excess of supply of shares; in other words, it's a place where sellers have been more eager to step in and take gains than buyers have been to buy. That's what makes a breakout above it so significant -- the move means that buyers are finally strong enough to absorb all of the excess supply above that price level.
After it happens, I'd recommend keeping a protective stop at $16.50.

Trilogy Energy Corp. plunged 9.8 percent after reporting a loss as sales declined. Detour Gold Corp. plunged 18 percent after saying it will not meet its 2013 production targets. Centerra Gold Inc. and HudBay Minerals Inc. sank at least 3.7 percent as gold dropped to a three-week low in New York.
