The Middlesex System treats, stores and dis! tributes water for residential, commercial, industrial and fire prevention purposes. The Middlesex System also provides water treatment and pumping services to the Township of East Brunswick under contract. The Middlesex System produced approximately 64% of its 2011 consolidated operating revenues.

The Middlesex System�� retail customers are located in an area of approximately 55 square miles in Woodbridge Township, the City of South Amboy, the Boroughs of Metuchen and Carteret, portions of the Township of Edison and the Borough of South Plainfield in Middlesex County and, to a minor extent, a portion of the Township of Clark in Union County. Retail customers include a mix of residential customers, industrial concerns and commercial and light industrial facilities.

The contract customers of the Middlesex System comprise an area of approximately 146 square miles with a population of approximately 303,000. Contract sales to Edison, Sayreville, Old Bridge, Marlboro and Rahway are supplemental to the existing water systems of these customers. The Middlesex System provides treated surface water under long-term agreements to East Brunswick, Marlboro, Old Bridge and Sayreville. Middlesex provides water service to approximately 300 customers in Cumberland County, New Jersey. Its Middlesex System, which produced approximately 15.6 billion gallons in 2011, obtains water from surface sources and wells, or groundwater sources.

Tidewater System

Tidewater, together with its wholly owned subsidiary, Southern Shores, provides water services to approximately 36,000 retail customers for domestic, commercial and fire protection purposes in over 300 separate community water systems in New Castle, Kent and Sussex Counties, Delaware. White Marsh is an additional wholly owned subsidiary that is unregulated as to rates and operates water and wastewater systems under contract for approximately 4,700 residential customers. White Marsh also owns the office buildings that Tid! ewater us! es as its central business office campus. The Tidewater System produced approximately 25% of its 2011 consolidated operating revenues. Its Tidewater System produced approximately 2 billion gallons in 2011 from 159 wells.

Utility Service Affiliates-Perth Amboy

Utility Service Affiliates-Perth Amboy (USA-PA) operates the City of Perth Amboy, New Jersey�� water and wastewater systems under a 20-year agreement, which expires in 2018. USA-PA serves approximately 11,000 homes and businesses, most of which are served by both the water and wastewater systems. USA-PA produced approximately 9% of its 2011 consolidated operating revenues.

Pinelands System

Pinelands Water provides water services to approximately 2,500 residential customers in Burlington County, New Jersey. Pinelands Water produced less than 1% of its 2011 consolidated operating revenues. Pinelands Water is not physically interconnected with the Middlesex System. Pinelands Wastewater provides wastewater services to approximately 2,400 residential customers. Under contract, it also services one municipal wastewater system in Burlington County, New Jersey with approximately 200 residential customers. Water supply to its Pinelands System is derived from four wells, which produced approximately 159.1 million gallons in 2011.

    And it was the reversal of a seemingly adverse change behind a health plans rally last week. After an unfavorable government reimbursement decision for Medicare Advantage plans was reversed, shares of Humana (NYSE: HUM  ) and UnitedHealth Group (NYSE: UNH  ) surged to finish up 13% and 9% for the week, respectively.

    On one hand, and in all fairness to Obamacare, when was the last time we saw any multibillion-dollar overhaul cost less than initially projected? Then again, these 73% have viable concerns, given that the Centers for Medicare and Medicaid Services, or CMS, reversed a recommendation last month to boost Medicare Advantage reimbursements by 3.3% instead of dropping them by 2.3% as it initially recommended in February. The move, the CMS claims, was made after it recalculated how doctors were being paid. However, it also came on the heels of lobbying attempts by the insurance industry and about 160 lawmakers. If the cost of Obamacare goes well over budget, that'll be great news for Humana (NYSE: HUM  ) �Humana generates 63% of its revenue from Medicare Advantage plans, which are supplemental health plans purchased by seniors to help offset the costs not covered by Medicare. If the government is unable to lower reimbursements to these companies, then Humana may have little to worry about.�

    Dow losers
    Shares of UnitedHealth (NYSE: UNH  ) are down slightly, probably because of a report that the FBI and SEC have subpoenaed a number of individuals who are believed to have been involved in an April 1 leak indicating that Medicare Advantage reimbursement rates would actually increase after previously announcing a proposed 2.3% cut to rates. UnitedHealth and competitors Humana (NYSE: HUM  ) and Aetna saw share prices surge after the news broke. Nothing indicates that any of these companies were involved in any wrongdoing.

    Yesterday, Humana (HUM) left investors feeling sick. Is the recent weakness a buying opportunity or is today’s relative strength chance to sell into strength?

    Shares of Humana dropped 1.8% yesterday after it met fourth-quarter earnings forecast, maintained its 2014 guidance, and reported higher-than-expected revenue thanks to rapid Medicare membership growth.

    Citigroup’s Carl McDonald worries that “[growing much faster than the rest of the industry rarely ends well in managed care." He explains why:

    In Humana�� case, Medicare Advantage enrollment did quite well in 2012, but the company missed earnings, while PDP enrollment did quite well in 2008, but the company missed earnings. This year, Medicare Advantage retail enrollment will increase 50% more than Humana initially expected, while PDP enrollment will grow 375% more than Humana�� first guidance.

    Humana believes 2014 will be different,�McDonald says, but worries that "Humana is picking up
    members that competing plans are eager to lose." He rates Humana's stock Neutral with a $95 price target.

    JPMorgan's Justin Lake takes a longer-term view:

    With [near-term] uncertainty on rates and margins we expect the stock to remain volatile over next several months. These concerns do not change our positive multi-year view on the business and we remind investors that it was not very long ago that the debate in Med Adv was whether membership would decline precipitously due to rate pressure, destroying shareholder value. Now we see that not only [Humana], but the rest of the industry, has grown through the first half of 2014/2015 pressure and the debate has shifted to whether margins will be closer to 4.0% or 5.0% during the transition. Over time, we expect the focus to center on: 1) the growing Med Adv end market, 2) the industry�� ability to offer value to seniors w/o rate subsidies, 3) [Humana's] strong competitive positioning versus peers, and 4) the
